The Biden administration plans to introduce an extensive strategy which will enhance U.S. artificial intelligence operations worldwide while fighting against state restrictions that could limit growth based on a draft document obtained before Wednesday’s announcement.
The plan establishes three main objectives which include open-source development alongside export-ready “full-stack deployment packages” for American AI and international data center projects managed by the Commerce Department. The plan includes a prohibition against using federal AI funding for states with laws that are considered too restrictive.
The White House plans to simplify regulatory processes while identifying federal rules that impede innovation and speeding up the permitting process for AI infrastructure. The Federal Communications Commission will evaluate how state laws affect its AI mandate.
The policy change implements President Trump’s January order to establish the United States as the world’s leading AI power while removing regulatory barriers. Trump has canceled multiple executive orders from Biden’s administration including export controls and restrictions on computing capacity exports.
AI adviser David Sacks will participate with Trump at the “Winning the AI Race” event to present the plan.
The administration maintains that safety measures will stay in place despite critics’ concerns about potential misuse. The plan represents a strategic move from defensive AI governance to active expansion according to analysts who focus on the competition with China.
